If the "Show Balance" setting is set to No, the leave balance should not be visible to any user, including Admin users.

Currently, even when the setting is disabled, the leave balance is still displayed on the Leave Apply page for Admin users, even when they are logged in and accessing the system as a normal user.

The expectation is that when Show Balance is No, the leave balance should be hidden for all users.
