I believe the PT state in location master is not at the right place as this creates a lot of issues for following
  1. International customers
  2. Geofencing is also used as per this setup, in which multiple locations will be assigned to user, but PT state has to be one only for an employee
Please remove this field from here or at least remove the required validation
